internationalization,and3)empoweringstudentswithconfidencetocontinueEnglishstudy.Inaddition,thePASEOprogramspecificallyfocusedonencouragingstudentstoapplyfortheOhioUniversityPingScholarshipatuitionscholarshipforgraduatestudyatOhioUniversity.Inthebeginning,PASEOclassescouldnotbetakenforcredit.Instead,studentscouldworktowardsanOPIE-PASEOCertificatebytakingasetnumberofPASEOcourseswhileatChubuUniversity.ThefirstmajorchangetocometothePASEOprogramwasinthefallsemesterof2000whenstudentscouldtakePASEOclassesforcreditforthefirsttime.ThissemesterwasalsothelastsemesterfortheOPIE-PASEOCertificate.AllowingstudentstotakePASEOforcrediteventuallyresultedinanincreaseinthetotalnumberofstudentsenrollinginPASEO,climbingfromathenrecordenrollmentof295studentsinfall2000to376studentsinfall2001.Studentenrollmentwouldnotdropbelow300studentsagainuntilthespringsemesterof2006,whenanewpolicyrestrictedfreshmenstudentsfromenrollinginPASEOduringthespringsemester.Thisbanwasliftedinthespringsemesterof2009afterarecordlowof160studentsregisteredforPASEOinspring2008.1.2PASEOCourseHistoryWiththeearlyfocusofPASEObeingonpreparationforstudyabroad,mostlyinAmerica,thecourseofferingsfocusedonAcademicListeningandSpeaking(5courses),AcademicReadingandWriting(4courses),ComparativeCultures(3coursesfocusingonAmericanculture),andfinallyPublicSpeaking(2courses).Astheyearspassed,morecontent-basedcoursesbegantobeaddedtoPASEO,thoughmanywerestillfocusedontheneedsforstudentspreparingtostudyabroad.Forexample,inthespringsemesterof2001,PASEObeganofferingcoursesdesignedtopreparestudentsfortheTOEFLtest.Thispatterncontinueduntil2004,whenthenatureofPASEOclassesbegantochangeintothecontent-basedfocusthatisinusetoday.1.3FromOUtoChubuPerhapsthelargestchangethathascometothePASEOprogramwastherenegotiationoftheOhioUniversity-ChubuUniversityagreementthatoversawtheOPELTprogram.Atitsinceptionin1990,theOPELTprogramwasrunbyOhioUniversity.Therefore,theOPELTinstructorswereemployeesofOhioUniversity.In2005,thenewagreementturnedovertheemploymentofOPELTmemberstoChubuUniversity.TheagreementalsosolidifiedtheadministrativeplacementofOPELTintheChubuLanguageCenter,nowtheCenterforLanguagesandCulture(CLC).TheCLCprovidesassistancewithPASEOregistration,administra-tiveduties,andsupportwithuniversityproceduresandpolicies.AnaddedbenefitofbeingundertheCLCisthatitalsoallowsPASEOtobeequallyaccessibletoallChubuUniversitydepartments.1.4ModernChangesinPASEOThepast13yearsofPASEOhavebeenpunctuatedmostlybygrowthandadaptation.In2010and2014,theOPELTinstructorsupdatedthePASEOcurriculumtobettersuitChubuUniversitystudents'uniqueneedsinanEFLsetting.Thegoalofthecurriculumchangeswastomaketheteachingobjectivesforeachofthe5PASEOlevelsmoreclearandfocusedontheskillsmanyChubustudentsneedtodevelopasEnglishlanguagelearners.Thisincludesprovidingcontentthatisusefulforstudentsthatmayneverstudyabroad,butneedEnglishforwork,research,ortravel.Assuch,thenamePASEOnolongertrulyreflectswhattheprogramoffers.Sincetheprogram'sinceptionPASEOcontentcourseshavegrownandexpanded,bothinnumberandinavailability.Intermsofquantity,PASEOcurrentlyoffers15contentcourses.Theriseinquantityhasalsoleadtoanincreaseinavailability.Until2011,PASEOcontentcourseswereonlyofferedonWednesdays.ThismadeitimpossibleforsomestudentstotakePASEOcontentcoursesduetoalackoftimeintheirschedules.Assuch,PASEObeganofferingcontentclassesonThursdaysandFridaysaswell.In2014,Tuesdaynightsbecameanoptionforcontentcourses.Currently,PASEOofferscontentcourseseveryweekday,MondaythroughFriday.Moreover,efforthasbeenmadetoensurethateverytimeblockhasatleasttwoPASEOcoursesavailable,oneforlowerproficiency―34―JournalofChubuUniversityEducationNo.18(2018)
